Abstract：The Bohai-sea Rim Region is a newly established planned area by the State Planning Commssion of China. The Region consists of three provinces:Liaoning, Hebei, Shandong and two municipalities:Beijing, Tianjin. The Region is a fundamental one for the economic development of the bothmetropolises of Beijing and Tianjin. On the basis of analysing the born resources, economy and the locational advantages of the Region, the article tried to expound and prove the two metropolises' main functions, bases and conditions for thief further development and the comparative advantages and disadvantages between them.
The Bohai-sea Rim Region is very rich in natural resources, has the strong economic base with dominate heavy industries of the country, very important hubs of the nation's transportation and communication systems. The land rents and the labour prices are still low, and the environment for capital investment has been improved and are improving. It seems to become a most vigorous opened development coastal region in China at the beginning of coming century.
Beijing and Tianjin are neighboring municipalities. The central cities of the two municipalities keep very short distance apart. The combined GNP and the urban populations of the two metropolises have surpassed that of Shanghai, the largest metropolis in China. The two metropolises can and ought to become an united central city (conurbation) for international economic activities in the North China and in the North-East Asia with global sense, if they take some coordinative development measures and are cooperative in urban construction. Such kind of coordinations and coopcrations for the development of the two cities could be realized in restructuring of economies, aimed at speeding up the development of high-tech industries and advanced tertiary industries; in the development of water-saving industries and in forming water-saving cities and towns; in construction of the high-tech industrial belt along the expressway of Beijing-Tianjin-Tanggu; and in the development of the coastal Tanggu District in Tianjin Municipality.
